Every municipality that has opted to enforce the UCC must submit quarterly filings to report the number of building permits issued—even if no construction activity has taken place for that particular quarter—within 30 days after the end of the reporting period. Although the responsibility to file these reports is with the primary Building Code Official (BCO) appointed by the elected officials of an opt-in municipality, the report and funds may be remitted by any municipal official designated by the BCO.

Remit Permit Fees
Act 157 of 2006 amended Act 45 of 1999 to establish a $4/permit fee associated with each building permit issued by or under direct supervision of a Building Code Official (BCO) for construction activity regulated under the PA Uniform Construction Code (UCC).
The permit monies must be remitted to the Governor’s Center for Local Government Services (GCLGS) within the PA Department of Economic Development (DCED). The funds are then distributed equally among the PA Construction Codes Academy (PCCA) and the Pennsylvania Housing Research Center at Penn State (PHRC) to provide training and continuing education programs for construction code officials, design professionals, contractors and individuals who are involved with the implementation and enforcement of the UCC throughout the state.>
